On what grounds is the war attributable to Bush exclusively and not the
virtually unanimous majority of representatives who encouraged it?  Yeah, he's
the guy in charge, but the decision was largely not even his own.  In contrast,
Clinton's pecadillos were entirely his own doing!  BIG difference!
