In 1870, only 2% of 17-year-olds graduated from high school.

In 1900 only 31 states required 8 to 14 year olds to attend school.

In 1910 only 72% of american children attended school, and half the 
nation's children attended one-room schools.

Considering the Declaration of Independence was signed in 1776, I don't 
see how public education was one of their first concerns.
