It was exactly that.  Funny thing is that I found the BBS in the same condition
this morning, I guess my server rebooted sometime during the night.

I used a program called CurrPort, obtained from my favorite freeware source
freewarefiles.com.  Took care of the program on the port, then simply
reinitialized the telnet part of the BBS.

Funny thing is, I didn't think that Telnet would stay resident even after a
reboot and an uninstall. =)
