The forwarding you are trying to use there is only for website traffic on port
80 or port 443.  Telnet is done on port 23.  

You might be able to go into the "total DNS control" and alter the A-RECORD to
be your IP address.  This should redirect ALL traffic correctly.

Of course, a call to Godaddy.com's support line might help too.
