It is unlikely that GoDaddy has any idea what a telnet url prefix means, so that test means nothing. What is likely at work here are things within your control. First, make sure your firewall is forwarding TCP 23 to your synchronet box. Second, make sure your XP machine is allowing telnet in. As of SP2 there is this abomination of a firewall that runs by default. Telnet is likely a service it filters by default, for appreciable reasons.
