IF you have a budget that is listed as percentages, you can't have (well you
should avoid) >100%

You say pork... Why not run for office and see what pork you can eliminate.
It's easy to sit on your overstuffed chair and complain that something is not
working. It's alot different to actually do something. And defunding something
that is all ready budgeted is a poor way to run things. In fact it is lying.
Nothing new to this administration but it is to be avoided where possible.
