It'd be pretty hard for the admin to run a deficet if it was like that. Also
sudden, unplanned expensises, not in the budget would stop government. Such as
the unfunded war or the unfunded relief to Katrina survivors.

If someone says taxes are bad, it means that either one two things; they don't
want to spend the money on the programs congress voted for OR they don't want
to pay for them theirselves.
