He specified punitive awards, not liability awards. A puniative award is to make the offender feel the owch. Fox example, say Microsoft had a case go to court... liability damages were awarded at oh, say $5mil. But say that since MS can sneeze 5mil and toss it out on the kleenex, the court felt that MS should do something about it, so tack on an extra 150mil in punitive damages to make them sit up and notice.
