What previous civilization are you describing that was more considerate and
caring for its unfortunate than the U.S.?

I think the word you keep skirting is socialism where, in theory, the working
class wield all decision-making power.  It's incompatible with capitalism, and
we have many modern examples of how it's fundamentally flawed (and for exactly
those reasons I provided earlier, i.e. our propensity not to hold our people
accountable for poor performance).

Your best bet is just to try your best to succeed in the capitalist arena. 
There are obstacles, but the effects are cumulative, and your progeny will
start at a better place if you put forth that effort.
