Fema was fold into HLS to absorb the funds for FEMA. And it shows. 'w' was
stopped by congress from out and out taking all the money it could so they just
slide FEMA under the carpet and used the money as they saw fit.

Several years ago Karl Rove was interviewed on NPR, The size of government came
up and when asked what Rove thought was a proper size, he said it should be
small enough so he could drown it in the bathtub.

To him and the current admin, the consitution and the bill of rights are just
things to get around. With the aide of people like Roberts... they'll be on
thier way.
