  *nods*  That's EXACTLY the situation I'm describing up here.  Sucks, don't
it?  In OUR case, the people benefitting happen to live in the political
power-center of the state (NYC), and the only way realistically to correct
the problem and related inequities would be to split the damned state in
half (which has been tried with littlesuccess at building momentum, quite a
few times now over the last few decades).
