The mistake here was jumping on the GWB "Terror!  Terror!  Terror!" band- 
waggon.  FEMA was folded into Homeland Security, and re-tasked to respond 
to terrorist attacks.  Pretty obviously, it wasn't prepared to deal with 
hurricane/flood.  What would happen if there were an earthquake or a 
volcano erupted?  They'd probably send in the Marines with instructions to 
SHOOT it.
