   FEMA doesn't have to be concerned with ongoing acts of terrorism, such
   as radioaactive (atomic) or chemical acts that homeland security would
   have to handle.  Natural disasters are quite different and require people
   experienced in handling the problems they present.  It may not require a
   different agency, but, each department should  have it's own  leadership
   structure.  Just my personal opinion....
