Exactly correct!  No one should expect some magical democratic
transformation over night.  We're not trying to establish a "mini-US"
there, and it will take some time, but it's very reasonable to expect
Iraq to flourish as a democratic society.  As I've mentioned before (on
another sub and long ago), the Iraqi people have historically been one
of the more progressive cultures in that region.
