It seemed to be a lot of terminology identifying different types of pregnancies, but it also launched into things about being wards of the state and such, fingerprinting and blood-typing for juveniles, etc. What's the underlying issue? (I assume you must be in Indiana, and this is more meaningful to you?) States' rights are a weird thing in this country, but they do seem to serve a purpose by recognizing the fact that, in a big country, not all federal laws would have an equal or even a fair impact in every region.
