The UN isn't there because it's an american operation.  The UN was not
convinced that Iraq had WMDs (They were right) and so the "Iraq Thing" is all
america and whoever they could bully into playing there too.

If the UN sent peacekeepers in now, they would be acting against the US.

What exactly was the UN supposed to respond to pre-invasion?  The lack of open
access to Iraq for the weapons inspectors?  They were responding to that.
