Bush may not be the US incarnate, not a true representative of it's 
citizens, but he is the Commander in Chief of the US military, and 
whatever action that body takes must be laid directly at his door.

If the USA is engaged in an unethical and unjustified war against an 
innocent people, for which no reasonable exit-strategy has ever been 
expressed, and appears to be doing so solely to enhance the political and 
financial position of a small number of American individuals, then 
President George W. Bush is entirely responsible.
