I don't recommend renaming something else to command.com, but then you don't
actually need to.

You can use 4DOS under Win98 without ever loading COMMAND.COM.

In CONFIG.SYS put this command:
        SHELL=4dosdir\4DOS.COM 4dosdir\ /P /F

Replace "4dosdir" in _both_ places with the actual path of the 4DOS directory
on your computer.

This leaves you the possibility to run COMMAND.COM when you need to, viz:
        COMMAND /C some-dos-command
