No, single percents will not work correctly.

If you use single percents you end up with a prompt that contains literal
text (and doesn't change when you change directories etc), to get
variable-names and functions into the prompt variable you need to use
double percents when you set it, 4dos translates them to single percents
and puts them in the prompt, (backquotes can also be used with single
precents for the same effect)
