This newsgroup is about 4DOS, a powerful command.com replacement from JP
Software, and not a cool way to say "for DOS". An appropriate newsgroup for
your question might be de.comp.os.msdos.

That said: what did you change a few days ago? country.sys is typically loaded
from config.sys. Did you change something in there? Try to install country sys
giving the full path to the (hopefully not corrupted) file. Try to run scandisk
or chkdsk.
