I think not - I was quoting an earlier post of mine, that pre-dated Steve's, in which I reported a conversation with a collegue who still has a copy of the un-numbered first version of MS-DOS (actually, PC-DOS in those days), and in which the documentation clearly indicates that command.com may be replaced by the user's own command interpreter, and that the OS does not include that interpreter (not theirs either). I also indicated that the terms used in this discussion were so ill-defined and used in so many ways that any statement is bound to be opinion, not fact. Including Outsider's claims to a factual response. It is all opinion.
