I also indicated in a previous post that right from the start MicroSoft has been clearly of the opinion that command.com is not part of the OS which we now call MS-DOS, as evidenced by its documentation of the first publically available version. (I also mentioned that Outsider's argument if applied to that version would have basic as part of the OS. Command.com was shipped as part of that package, but if you didn't use external peripherals, then "cassette basic" was the UI you ended up with at that time.)
