The essential _operating system_ consists of just io.sys and (in that version)
msdos.sys. The operating system will return the version info if asked via the
right interrupt. That is what 4dos does and reports.

What MS calls MS-DOS and some people mistake for the operationg system is a
bundle of operating system, a command processor, a few external commands or
utils, possibly a programming language (BASIC) and a few further files.
