I changed the regional setting to "English (United states)", and the problem 
remains the same.

OK, please do so. While I like JPSofts products very much, I do not agree with 
their standing point of giving support only in their own newsgroup, which is 
available only on their own news server.

For the records, I am running Windows NT 4.0, SP 6a, american version. "VER/R" 
gives
4NT  4,01A   Windows NT 4,0
4NT Revision A (54)   Windows NT Build 1381  Service Pack 6
