This is illogical. Replace command.com > with 4DOS and it is no longer MSDOS, but 4DOS. The OS in the case of msdos mainly consists of the implemented DOS functions (int 21h) and a bridge to the BIOS. The functions can be accessed via any assembler program f.e. No one needs that command interpreter. It just adds comfort. It is not neccessary. You are right here. Especially if he relies on that interpreter.
