No it isn't.  I can prepare a boot disk that will launch everything quite 
nicely with no command.com anywhere to be found. I can also exterminate every 
instance of it on my HD without causing any problems.  I just looked at the 
accessed time fields on my machine, and it hasn't been used for 4 months.
