A pure 4DOS batch solutions _should_ be possible, using

    ECHO to echo the last n lines of the file, enter a loop, save
linecount, and

    DELAY some seconds

    check if the linecount is greater and, if so

    ECHO from the last the last linecount to current end of the file.

Not tested here, but it looks rather straightforward.
