More to the point, it's possible to run DOS without any command shell at all.  
The is the default configuration for the MS-DOS 8 which is bundled with Windows 
ME, and is also quite common in embedded-DOS systems.  IIANM, Datalight offers 
a discount price for their ROM-DOS if ordered without the command shell.
