Minor syntax problem: it overwrites the target multiple times

for %e in ( 01 02 03 04 05 06 07 08 09 10 ) copy/b bigfile.txt+file%e.txt

would operate correctly.

You could use

FOR /L %N IN ( 1 , 1 , 10 ) copy/b bigfile.txt+file%@format[-02,%e].txt
