Once the "MS New Phonetic" is installed, select it from the 3rd picture of the above webapge then choose "Porperities", you should able to find an option to use "Hanyu Pinyin漢語拼音", or depends on the version of MS New Phonetic, this option may call "Roman???羅馬拼音", I forget the spelling! Or you can download the latest version of MS New Phonetic form Windows Update.
