2002年4月1日到3日在馬來西亞
吉隆坡舉行的世界回教國家會議
裡面﹐主要的論題其實只有
兩個﹐就係回教國家要對恐怖
主義下定義﹐和對以色列/巴勒斯坦
問題發表宣言。

在反恐宣言裡面說回教國家要反對
所有恐怖主義﹐因為跟伊斯蘭教條
不合。又反對國際間將恐怖主義和
回教教義掛鉤﹐這是以下網頁
原文的第6條條款。可是第10條､
第11條､第12條卻要列出好多“除外”
例子。

第10條﹕
我們不能視巴勒斯坦人民要立國
和要將耶路撒冷(阿拉伯文是 Al-Qud)
成為他們國都的行動視為恐怖行動。

第11條﹕
我們不能視其他在黎巴嫩和巴勒斯坦
立國/建國行動為恐怖行動。(就是說
凡反以色列的組織﹐就算是用恐怖行
動﹐不能列之為恐怖組織)

第12條﹕
我們反對以色列對巴勒斯坦任何
軍事行動。

我都從未見過國際組織發表這麼一面倒
的言論。簡單來說就是回教國家就不能
受任何恐怖組織襲擊。不過回教的恐怖
組織襲擊其他人卻不在此限。

又就算以色列受到回教組織的愛國/建國
組織的恐怖行動襲擊﹐都不能還手的理論。

簡單來說就是阿拉伯愛國/建國情操高于
一切。雖然我都同情巴勒斯坦人建國。
不過就絕不同意阿拉伯國家對非阿拉伯
人/回教徒的霸氣。如果阿拉伯國家有如
此橫霸思想﹐就算巴勒斯坦立國﹐猶太
人佔地退回只得巴勒斯坦四份一地方(這
是阿拉伯人認為以色列頂多值得佔的地方)﹐
中東問題還不能解決。

所以中東問題﹐我認為就算以色列讓步﹐
都不能解決問題。原因就是阿拉伯人從
這些國際公佈裡面反映出來的霸氣問題。


10.  We reject any attempt to link terrorism to the struggle
of the Palestinian people in the exercise of their inalienable
right to establish their independent state with Al-Quds
Al-Sharif as its capital;

 11.  We reject any attempt to associate Islamic states or
Palestinian and Lebanese resistance with terrorism, which
constitutes an impediment to the global struggle against terrorism;

 12.  We condemn Israel for its escalating military campaign
against the Palestinian people, including the daily brutalization
and humiliation of its civilians, resulting in mounting casualties,
strangulation of the Palestinian economy, systematic and
indiscriminate destruction of houses and residential facilities
as well as infrastructure, institutions and structures of the
Palestinian National Authority;
