At the time the Lafayette purchase passed Legislative Yuan. China Times newspaper published a long report on the happenings. According to the article Ho Ben Tsun 2 years earlier asked the Navy to turn from Korean to the French vessels, Ho was booted out of office by President Lee not long after. the reported price Ho proposed was only half what passed in Legislative Yuan 2 years later. Legislator Kang Ning Hsin at the time was standing in as some commitee chairman overseeing this purchase contract. (Formaer chairman died suddenly ) Kang made a last minute sudden 180 degree turnaround passing the purchase at twice the original proposed contract cost. I remember reading all this in the China Times at the time. I don't have the resource where I am but if anyone reading this has access to old article in China Times. Please go look it up. I remember its published within a month of the passing of the bill through Legislature. I believe Kang is deeply involved in this scandal. He is now what? Investigator , judge , jury , hangman ? .
