That depends on the altitude.

at low altitude, the TAT(total air temperature) sometimes is high enough

to melt the ice. it's coz the high friction induced heat.

if the TAT is low, and the moisture is enough, then the ice forms.

that all basic thing is temperature(TAT) and moisture.
