         it must be identified for any aircraft into our ADIZ 
         even they just pass by .........
         and it's not necessary to be controlled unless they requesting for 
         ....
         but they must be controlled if they enter in our "control area"

they do have to request in advance , if not, they might in big problem.....
they could be shot down by the  ground arttery if the restrict area is having 
gun shot......
they still could be shot down by our scamble jets........if they don't care 
of the warning...........

they usually flight very low ......might be 500 feet low....
