According to FAA's FAR(Federal Aviation Regulations) Part 91.211 (b)

(1)(i) At flight altitudes above flight level 250, ....
       at least a 10-minute supply of supplemental oxygen, in addition
       to any oxygen required to satisfy paragragh (a) of this section,
       is available for each occupant of the aircraft for use in the
       event that A DESCENT IS NECESSITATED BY LOSS OF PRESSURIZATION;
       AND....

so , it's for general rules.

the oxygen for 10 mins loss of pressurization is enough for the emergency
descent maneuver. 25,000 ft down to 10,000 ft = 15,000 to descend.

2000 ft per min for the vertical speed, only take you 7.5 mins to reach
10,000 ft. and usually, the emergency descent rate will more than
2000 ft per min. so when the aircraft below 10,000 ft, all passengers can
breath freely!
Boeing 737-800 , passengers' oxygen is provided for 12 mins for 
all passengers.
