  Dear Gentleman: 
  In my opinions, I am not 100% agreed what you mean here...only 50%...sorry..
  If everyone can be a pilot here today, this problem will not created.
  What you mean is only for common sense, if for any emergency, "Mr. Pilot"
  will be the one who solve this problem...lost or win....just according to 
  the experiences of him..
  But sometime, He is the human being too...he is not the God..it depends on 
  he control his "ruler " to measure up how's the flight today....
