yes,the fight jet need not practice or land on civil airport unless in 
emergency . why ?
1.there are enough military airport arrange in taiwan...the fight jet can 
  use theirs..
2.the civil airport got their duty that almost 15 minite there have a airplane 
  taking off , so if the fight jet want to practice in civil airport , it'll
  disturb the civil airport routin..
3.if the fighter jet practice or land on civil airport and got emergency , 
  there are no enough support ( including jet maintainance , emergency 
  suggestion ........etc )..
4.而且落地的話，要付錢

absolutly no , if the fighter jet land on the civil airport , they have to pay
for that . but it's not paid by the pilot , it's paid by DOD....
of course , if any civil airplane land on military airport that are not in the
list of the contract by DOD and CIVIL AIR BEAURO , the dod will count to they..
