Realtek RTL8139 family PCI Ethernet Packet driver

This Ethernet Packet driver was written by Realtek.  It comes from 
their driver disk for the RTL8139 chipset, which is NE2000 compatible.  

This packet driver is intended for WATTCP based applications such as 
the DOS Arachne web browser.

The application talking through this packet driver will have to have a 
WATTCP.CFG file.  This file at the minimum contains the computers 
IP address, Masking info, Gateway IP address, and Name Server IP 
address.  I have included an example Wattcp.cfg file (replace the 
"xxx" entries with appropriate IP address numbers).
