  To make improvements to the Arctic Research and Policy Act of 1984.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Arctic Research and Policy 
Amendments Act of 2001''.

SEC. 2. CHAIRPERSON OF THE ARCTIC RESEARCH COMMISSION.

    (a) Compensation.--Section 103(d)(1) of the Arctic Research and 
Policy Act of 1984 (15 U.S.C. 4102(d)(1)) is amended in the second 
sentence by striking ``90 days'' and inserting ``, in the case of the 
chairperson of the Commission, 120 days, and, in the case of any other 
member of the Commission, 90 days,''.
    (b) Technical Amendment.--Section 103(d)(2) of the Arctic Research 
and Policy Act of 1984 (15 U.S.C. 4102(d)(2)) is amended by striking 
``Chairman'' and inserting ``chairperson''.

SEC. 3. COMMISSION AWARDS FOR EXCELLENCE IN RESEARCH.

    Section 104 of the Arctic Research and Policy Act of 1984 (15 
U.S.C. 4103) is amended--
            (1) by redesignating subsection (b) as subsection (d); and
            (2) by inserting after subsection (a) the following:
    ``(b) Commission Awards for Excellence in Research.--
            ``(1) In general.--The Commission may make an annual award 
        of not to exceed $1,000. Awards may be made for excellence in 
        Arctic research or for outstanding support of Arctic research.
            ``(2) Ineligibility of commission members.--An individual 
        who has been a member of the Commission shall be ineligible to 
        receive an award under paragraph (1).''.

SEC. 4. GRANTS FOR ARCTIC RESEARCH.

    (a) In General.--Section 104 of the Arctic Research and Policy Act 
of 1984 (15 U.S.C. 4103) (as amended by section 3) is amended by 
inserting after subsection (b) the following:
    ``(c) Funding for Arctic Research.--
            ``(1) In general.--With the prior approval of the 
        Commission, or under authority delegated by the Commission, and 
        subject to such conditions as the Commission may specify, the 
        Executive Director appointed under section 106(1) may--
                    ``(A) make grants to persons to conduct research 
                concerning the Arctic; and
                    ``(B) make funds available to the National Science 
                Foundation or to Federal agencies for the conduct of 
                research concerning the Arctic.
            ``(2) Effect of action by executive director.--An action 
        taken by the Executive Director under paragraph (1) shall be 
        final and binding on the Commission.''.
    (b) Authorization of Appropriations.--Section 111 of the Arctic 
Research and Policy Act of 1984 (15 U.S.C. 4110) is amended--
            (1) by redesignating subsection (b) as subsection (c); and
            (2) by inserting after subsection (a) the following:
    ``(b) Funding for Arctic Research.--There are authorized to be 
appropriated to the Commission such sums as are necessary to carry out 
104(c).''.

SEC. 5. REPRESENTATION AND RECEPTION ACTIVITIES.

    Section 106 of the Arctic Research and Policy Act of 1984 (15 
U.S.C. 4105) is amended--
            (1) in paragraph (4), by striking ``and'' at the end;
            (2) in paragraph (5), by striking the period at the end and 
        inserting ``; and''; and
            (3) by adding at the end the following:
            ``(6) expend, for each fiscal year, not more than 0.2 
        percent of the amounts made available to the Commission under 
        section 111 for representation and reception activities.''.
