                                 A BILL


 
   To suspend for 1 year the payment to States of a bonus to reward 
 decreases in illegitimacy ratios under the program of block grants to 
          States for temporary assistance for needy families.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SUSPENSION OF BONUS TO REWARD DECREASE IN ILLEGITIMACY RATIO 
              UNDER THE TANF PROGRAM.

    Section 403(a)(2) of the Social Security Act (42 U.S.C. 603(a)(2)) 
is amended--
            (1) in subparagraph (C)(ii), by striking ``2001, and 2002'' 
        and inserting ``and 2001''; and
            (2) in subparagraph (D), by striking ``2002'' and inserting 
        ``2001''.
