WATTCP FTP is a Command Line File Transfer Protocol Client.  WATTCP 
FTP is rather slow to upload, but quite fast to download.  It requires 
a NIC using a WATTCP packet driver, and you must configure the 
WATTCP.CFG file with your IP address information.
