We have a husband/wife team that pull this stunt outside of the shopping
complex that I work at. Often, during a slow day, the woman will breast-
feed her child right out on the sidewalk. Pity in action. I know that
miminum-wage isn't a long-term solution, but it's a start. And if they are
too damn lazy to go out and LOOK for a job (rather than standing there
expecting the job to come to them), I'm sorry, but I think they deserve to
*stay* there. (These are some strange words coming from the mouth of a
Democrat, I know, but) America was not founded by a bunch of lazy-ass bums
with nothing better to to than stand on street corners with pitiful
cardboard signs. Every time I go out, I see a sign in at least *one* window
with those two magic words; HELP WANTED. If they'd invest a few bucks in
some decent thrift-store clothes and some personal hygiene, they might just
get started on the right path. But noooooooo..... I say they should be taxed
for using public property (sidewalk) for an unlicensed personal business. If
they aren't going to make the effort, they don't deserve the pity. Bleah.

I think a key issue on whether there should be a minimum wage or not is,
what happens when the prevailing wage falls below the income level needed to
buy essential items -- food, clothing, shelter?
I'm sure that one answer would be, that would never happen. But, since

over that now?

But that doesn't make much sense. If the prevailing wage fell below the
minimum for survival, instituting a minimum wage would simply increase the
lot of some, while driving others into unemployment. The unemployed
wouldn't even be able to come close to subsistence. But as you said, this
is unlikely. The most recent London Economist had a good article on this
subject. Its lead was "Exactly 50 years ago a minimum wage was first
introduced in America. It had a high-mided aim: to relieve poverty. The
best way to celebrate its 50th anniversary would be to abolish it. Instead
Congress looks set to approve a bill that would raise the minimum wage by
half over the next four years -- supposedly to the benefit of the working
poor. Others will end up with no job at all as employers are prevented from
offering jobs at wages which would otherwise be acceptable to many workers,
especially young ones." This is very true. The article is accompanied by a
graph plotting the ration of teenage to total unemployment, and the real
minimum wage rate. The graphs follow closely. The real crime here is that
these teenagers become a tremendous cost to society because they aren't
getting the excellent on-the-job training they should be, and it hurts them
for life. The pay raise that comes with a minimum wage is also cancelled by
the increased taxes and unemployment insurance that is removed from those
wages to help the unemployed caused by the law. The article also contains
some comparisons of minimum wage rates in various countries and their
unemployment rate. The emperical evidence is compelling. By one estimate
quoted in the article, each 10% rise in America's minimum wage would destroy
200,000 jobs. Minimum wage is nonsense.

The premise that reducing wages will increase employment is based on the
premise that most businesses are currently understaffed, but can't afford to
hire more employees. Although there are some businesses that are in this
situation, there are many, it seems to me, that would just pocket any saving
in labor costs, or cut their prices to increase their competitiveness.
I'm not sure that minimum wage jobs are the domain of teenagers living
with their parents. For example, convinence stores, which pay at minimum
wage or a small amount over, must hire people that are over 21 due to the
liquor laws. I haven't seen one close yet becuase they couldn't get any
employees at that wage, nor have I seen one raise it's base bay, either.
But even if I'm wrong, and dropping the minimum wage will increase
employment directly, that just means that instead of one person working at
$3.35, you'l have three people working at $1.00/hr, or six at 50c/hour. So,
rather than have some people working and eating, and some not working and
starving, you'll have everybody working... and starving, too -- just a
little more slowly.
If you've got a 10-man lifeboat, and 15 people, do you save 10, or do you
pile all 15 into the boat and have them all die, albeit a little more
slowly?

The most difficult task of any business is to get and keep good employees.
This is as true of Circle K as it is of Ford Motor Company. Cutting wages
until only the most desperate people can afford to work for you is a
guaranteed way to go out of business through incompetence and employee
theft. Abolishing the minimum wage would not reduce the true value of an
employee to the employer and removing this great leveling effect on base
scale wages would probably encourage the employer to pay workers according
to their abilities.

Employees should own a piece of the action. I feel sorry for anyone
who works at Circle, especially on the night shift. The stores are
undermanned and the employees overworked and they are paid peanuts. Each
employee should get a share of the gross, a part of the profit for each item
sold. In this way, the stores would be run more efficiently due to employee
contentment. The way it is right now, is that a pig capitalist is raking in
millions for himself while using people who are struggling to pay thier
mortgage payment.
A friend of mine who stayed with me for awhile took a night shift
job at one of their stores. They work by themselves and have a schedule of
maintenance jobs to be done during the night, all night. If a customer
comes in, the employee has to work that much harder to catch up on their
grueling schedule. The mark up on their items are very high indeed. The
employee does not benefit, they just maintain being poor.

Cliff, why don't you re-publish (or at least make available
in the Library) the Apollo manual you used to provide to $tatus
Users? I got mine from a friend who used to have $tatus and it's
full of little tidbits that make using the system easier.
My favorite is to enter "$" at the "Is your name correct:"
prompt when I sign on. The system automatically reads all new
messages on both the Bulletin Board and all the SIGs. I'm
usually in and out within two minutes. Any responses I want to
make can be composed off-line and uploaded, again saving system
time.
That way, there's room for Ann to log in a couple extra
times each day! ;)

I'll let everyone know how it is -- once I get it working. The installer
program, contrary to documentation and it's own help screen, refuses to
install to a single double sided drive, claiming you must have two floppy
drives or a floppy drive and a hard disk. NOT TRUE! I'm in the midst of
installing it manually -- a real pain.

I heard the same thing today....at least the part about the Mega's.
They're (Atari) is putting together a package of a Mega ST4, mono monitor,
laser printer, VIP Pro, Time Works DTP program and a couple of other
programs...selling the whole kit-and-kaboodle for $2995 (retail). And while
this special lasts, that's the only way a dealer can buy a Mega. But there
is nothing to stop a dealer from splitting up the package.

Richard Green, Communist Party candidate for the California State Assembly,
outlines his shrewd plans for taking over the United States:
The communists are not operating without a plan, however. According to
Green, they hope to facilitate a transition from capitalism to socialism to
communism ... communism, then, will be arrived at through socialism. The
idea, he said, is to form a coalition between the smaller businesses ("petty
bourgeois") and the workers against large corporations. Eventually, these
small businesses would fall into state hands, like everything else. The
changes in the masses will come through changes in thought, Green believes.
For Green, the only real freedom is economic freedom....
Green admits that if the comunists were to come to power, certain
rights would no longer exist. Along with not allowing corporations to
starve out their workers. Green says groups like the Ku Klux Klan would be
outlawed. He says this would be done to extend Constitutional protection to
all people. Green also says certain people would be denied the right to
free speech ... but he made assurances that it would only apply to those
people promoting ideas contrary to that of a healthy society....
[Evelena] Alcaron, the chair of the Southern California District of the
Communist Party USA, thinks communism does stand a chance in
America...especially today, as capitalism continues its downward spiral.
"People aren't born into a system, they aren't automatically
anti-communist. It's more of a case of being brought up in a system opposed
to Marxist thought," she said. "But when the plant closes, and the family
finds itself out in the street, viewpoints begin to change. This is when
people see more clearly what communism has to offer."

I must be getting addlepated in my dotage, but the legalization of drugs
almost seems feasible to me.
Nobody can argue the fact that we are losing miserably in the war to
eradicate the garbage, so it would seem that the decriminalization would take
a lot of the profit out of the hands of the illegal dealers and put some
money into the public coffers.
However J.T., I have to disagree with you on one point. You equated drug
users with "normal" people in your message on this subject. I would consider
this a non-sequiter, since "normal" would indicate a relatively stable mind,
and nobody in their right mind would pollute themselves with such garbage.

although not as a police officer, maybe I can shed some light on
pursuit policies.
Every law enforcement agency (at least in the Valley) has a
policy that says officers are to carefully evaluate whether or
not a pursuit is really justified before they begin one. They
also instruct ground-based vehicles to give up a dangerous
pursuit as soon as an aircraft is able to take over surveillance
of the suspect vehicle. Officers are expected to make the same
kinds of decisions in pursuits that they are called upon to make
when using deadly force: Does the danger of pursuing outweigh
the danger of NOT pursuing?
Unfortunately, officers don't always make rational decisions
in such emotion-charged situations as pursuits. An officer's
instincts tell him to go get the S.O.B. even though a
dispassionate observer might not agree it's justified.
Supervisors are supposed to stay glued to their radios, take
control of pursuits and end any pursuits they feel are not
justified or that get out of control.
Again, unfortunately, the system breaks down because many
supervisors are weak. They're afraid they might not have as much
information as the officer involved in the pursuit, and they're
afraid they won't be backed by upper Police Department
administration if they decide to terminate the pursuit. xxxooo

You are overgeneralizing. Not all drug users are brain-damaged addicts.
Many are normal people who use drugs only moderately, or who try them once
or twice and do not continue. This is not to say drug use is wise; I have
tried pot and in retrospect I do not think it was a smart thing to do.
Cracking down on drug users--which would be the only way of effectively
waging a "war" on drugs--would mean cracking down on casual users as well as
hard-core dope addicts. Even people who find drugs abhorrent would not
approve of this--most people probably have some friends or relatives who
have been mildly involved with drugs. Also, tracking down drug users would
involve a massive growth in the role of government, and even people who
believe casual users should be harshly punished are unlikely to stand for
the violations of their own civil rights that the search for drug users
would entail.
Drug legalization is a hot issue right now, as people realize the futility
of waging "war" against drugs. National Review has editorialized in favor
of drug legalization, and Time magazine is preparing a story on the subject.
Several politicians and law-enforcement people have come out in favor of
decriminalization. In coming months and years, one of two things can be
expected to happen: either the legalization movement will pick up steam, or
the "war on drugs" will lose it.

Thanks for the comprehensive answer.
I had not intended to criticize the police force in any way..I just was
really interested in the premise behind the 'chases.' I have a son/in/law
who is a Lt. in the Pima County Sheriff's Dept and I could not be prouder. I
also have many friends on the force, and believe me, it takes a special sort
of person to do the job without cracking up.
True, there are a lot of persons in that profession who discredit it, but
that is true in any profession....I sure feel sorry for the ones in law
enforcement in L.A. Those gangs are something else!

Why would anyone WANT to smoke, with knowing what damage it does to

smokers want to quit, but are ADDICTED to the habit and won't admit it.
I lump tobacoco right up there with all the other drugs and thats
one reason I think the law on drugs are stupid... "Some drugs are okay, and

things, but our government seems to try!

While department fellow in Anatomy and Physiology at Grand Canyon College, I
had the distinct pleasure of demonstrating our cadavers to high school
students - the old Quincy routine, you might say. Well, the male cadaver
had died of a heart attack - his lungs were so filled with black tar from
smoking that one could make an incision anywhere and one would find little
more than black goop. I think I kept a few of those kids from knocking 30
years off of their lives, that's for sure.
If one were to distill the nicotene from just one pack of cigarrettes in
its pure form, and inject it into a full grown horse, it would be dead
within three minutes. Yup, smoking is real smart - cool, too.

yourself by smoking for all those years."

butter and eggs."
The doctor tried to calm the hysterical lady down, but to no avail.
Finally her husband arrived to pick her up.

hospital. He stumbled in, and she smelled alcohol on his breath. "Honey,
you're drunk," she scolded.
"Listen, woman, I don't need your holier-than-thou attitude," he
replied. "It's just your opinion that I'm drunk. Really, there is no
difference between alcohol, smoking, eggs, and butter--they are all bad, in
some people's opinions."
Two more months went by, and the lady's condition worsened. One day,
she received a call from her daughter-in-law. Her son, distraught over his
mother's impending death and his father's alcoholism, had taken a cyanide
tablet and killed himself.
"That's just your opinion," the lady told her son's widow. "Frankly,
dear, I am tired of your holier-than-thou attitide. Cyanide is only
poisonous if you say it is: it's no different than tobacco, eggs, or
butter. Poisoning one's body is just a matter of opinion. My son is only
dead if you wish him to be."
As her daughter-in-law cried, the lady added: "Besides, what's the
difference, even if he is dead? I could have had an abortion before he was
born, and then he wouldn't be around anyway. So what is the big deal? It's
all a matter~r of opinion."

A very good friend of mine, until recently, sold marijuana to any
grown up who wanted it. His reasons for doing this were varied, part
of the reason was capitalistic in nature although his income prior to
dealing pot was more than enough for he and his family to survive. He
felt, still feels, that someone has to keep the lines of supply open in
order to distribute this plant to those who seek it and many seek it.
Another reason was boredom with his job, years of repetitious
duties, a desire to do something totally different, live in the 'fast
lane for a change. As it turned out, the 'lane' was very fast and
definitely exciting, to say the least. Thousands of dollars were
passing through his hands on a daily basis among other things.
From his observances, those who cannot find this herb will use
alcohol, cocaine or some other pacifier in order to fend off the harsh
realities of everyday life. His belief is that marijuana is the lesser
of the so called previously mentioned evils. He has known those who
have smoked pot for many years, showing no ill effects and on the other
hand, those who use alcohol, cocaine or heroin are more evident.
One of his customers was a young school teacher who came down with
MS, the doctor gave his approval for her to use marijuana but said he
could not supply it. Another friend of his, a Greek and Latin Classics
teacher from an eastern university was diagnosed as having cancer of
the liver. His radiation treatment made him nauseous and a joint of
pot helped him overcome this reaction. He grew 30 or so pounds of some
of the best tasting stuff I've had the pleasure of smoking. He did die
from the cancer though, the pot did not cure him.
Pot is prescribed for certain eye disorders and the government
supplies the herb on a prescription basis. I hear the THC, the active
ingredient, is very potent.
My friend also has had the pleasure of supplying several people who
were getting over heroin addiction and pot was far better than
methadone or any other buffer that is available. I have personally
seen people get into harder substances when pot was scarce.
My friend is not violent either, he was ripped off for $1,500
dollars cash by a Mexican supplier and he did not pursue the matter,
just wrote it off as a loss, period. He was into supplying the people
on a discount level, keeping prices down by continually undercutting
the current market value. When he started dealing, the street price
for a quarter ounce was $25 to $30, he introduced a $20 bag and by some
clever marketing, brought the prices down in the central Phoenix area.
At the time of his arrest, he was selling 'bags' for $15. and moving
around 10 Lbs. per week.
He gave the 'smoke' away on many occasions when the people had
little or no money. For those who had dependents, he gave larger
amounts as a gift. He loaned customers, who found themselves in
financial trouble, interest free money and has already forgotten if
they have paid him back because it doesn't matter.
His contact lived and worked for the Federal Government of Mexico,
who would make twice monthly deliveries to the Phoenix area, never once
getting caught. The border guards are trained to look the other way
for gifts of money or their favorite, weapons of destruction, guns
specifically. The Mexican soldiers would burn only the fields of the
people who would not 'pay' and many a time they would sell it directly
to the contact.
Many millions of American dollars are going directly south of the
border on a regular basis. You could safely say that the powers of
Mexico have enough of our money to purchase back, lot by lot, that
which President Jackson took from them in the war, namely, Arizona,
New Mexico and California and that is just one of the things they are
doing.
Add millions more to this for 'enforcement' and you can see where
a lot of our money is going, and we have the out-of work farmers! Our
prisons and court systems are chocked with people who have done nothing
more than smoked pot. From my understanding it is the harder crooks
who benefit from this because reduced sentences and early releases are
offered in plea bargaining because of this overload. In prison it is
not only easy to obtain ANY drug but the matter is generally overlooked
by the officials.
My friend broke pretty close to even after it was over but he
feels a sense of accomplishment that he helped even though his charges
carried a maximum of 22 years in prison for 'sale of marijuana'.
Letters to newspapers were written by him, outlining why pot
should be legal, both on an economic level and on a social one. His
sentence was reduced because of those letters he wrote, the court
papers showed that he was a 'legislature for marijuana reform'.
