I did a search of the Python27 dir and it said not found. 

I ran py -2.7 -m pip install libpython2.7.so and get a bunch of errors,
retrying,  ERROR: Could not find a version that satifies the requirement
libpython2.7.so (from versions: none), Error: No matching distribution found
for libpython2.7.so and finally InsecurePlatformWarning with could not fetch
URL https://pypi.org/simple/pip/: There was  a problem confirming the ssl
cert.....

I don't know what that all means but I suspect that its not available anymore.
But I do not know enough to say for sure.
