Proxmox has RAM optimization tricks bolted in so a small home server will do fine with 16 or even 8 GB of RAM. For a small deployment you can get a cheap Poweredge and find yourself working with a 600 bucks investment. If you want to run in the range of 15-20 VMs or containers, you are looking at 32 GB or so as a target.
