Not as rife as you might think.

There's protections but I can't discuss them publicly.

It's because many Federal workers do the bare minimum to complete their job
duties and they are loathe to justify their getting a paycheck.  Now that
the heat is on, they're terrified the gravy train will end and *gasp* they
might have to get a real job.

Let's send these emails to Congress.  I know for a fact we don't many of
those critters running around.
