On one hand ftsc documents what people are doing, and on the other, it expects people to meet conditions for compatibility. eg. the IBMPC 2 vs CP437 thing. I suppose IBMPC x describes an impartial charset, whereas, CPxxx is the more specific and thus *more* correct? Yet.. the use of IBMPC x doesn't really break anything.
