I'd bet it's about the 'ICM' flag...  If you're flying that, do you have 
another non-internet method of connecting, such as POTS/ISDN or 
anything?  Trust me, I'm about the last to defend the Euro-commies, but 
that's the purpose of the ICM flag, as I understand it, meaning that you 
are not 'CM' for the non-internet connection ability.  <SHRUG>
