I had one of the original release Popeye the Sailor cartoon DVD sets from
WB.  It did indeed suffer disk rot.  At first only one disk wouldn't play.
Now all four won't and I have recently replaced the whole set with a more
recent release.

I had a similar issue with another WB issued collection.  Luckily, I had
made a digital copy before the disks started to degrade.

I bought both of those during the time frame that the OP mentioned.

I have several other WB releases that I now wonder if they still work or
not.
