The only reason that was possible was the Moon missions were backed by the US Government. These missions were not scientifically motivated, but rather political, thanks to Russia's string of successful trips to space. But the American people are a fickle bunch. By Apollo 15, the public was bored with Moon landings. If not for A13's malfunctions, it probably would've been sooner. So because of lack of interst and budget cuts, A17 was the last Moon landing.
