Yes, I have heard that about Bend.  Very outdoorsey types of people love 
it there I guess, as you said.

I have visited the Portland area a couple of times, and enjoyed it a 
lot.  In fact, I once rode a Navy ship there via the Columbia and 
Willamette Rivers, and spent a wonderful few days there as a young (and 
single) Sailor.  I've rarely seen a place where the girls were so..... 
patriotic and willing to... thank us for the work we did.  ;-)
